Introduction
A mayor and six-member council with a Finance
Officer to oversee day-to-day operations of the
city govern the City of Winner. The mayor and council are elected by the
citizens of Winner and serve a two-year term. City elections are combined
with the Winner School District elections and are held on the second Tuesday in
April.
The city is divided into three wards.
To determine which ward you live in and the council member that represents you
click on the "city ward" link to view the boundaries of the three
wards. Your residency determines the ward that you are located in and the
council member that is your voice in city government.
The city council meets the first and third
Monday of each month at 6:30 PM in the Wells Fargo Bank Building in the basement
at 425 S. Main St. The public is welcome. If you have an agenda item or
wish to appear before the council you are asked to contact the City
Finance Officer by Friday noon prior to the council meeting.

I was born and raised in Winner. I graduated from Winner
High School in 1964 and lived elsewhere until returning to Winner in 1984.
Upon returning to Winner to run my State Farm Insurance Office, I have also
established Richard Lewis Enterprises along with Lewis Apartments, LLC. My
wife Sandy and I have 4 children and 7 grandchildren. On April 11th,
2006 I was elected Mayor of Winner and took office on May 1st, 2006. I am a
member of the VFW, American Legion, DAV Past Commander, Member of the
Chamber of Commerce and a Board Member of The Winner Country Club Golf
Course. I am also a Vietnam Veteran. I look forward working with the people
of Winner and will do my best to make Winner a better place to live.

forty-five years as a teacher, business manager, and school
administrator. I am now serving on several church boards and civic
