Purpose/HistoryThe Sanitation Department has the primary responsibility for operation and maintenance of the City Landfill. The collection and disposal of household and commercial garbage is the responsibility of Heartland Waste Management of Mobridge. The City contracted with Heartland Waste Management for this service. See the FAQ section for more information about Heartland and questions you may have regarding garbage disposal. In April of 1969, the City of Winner purchased 160 acres of land from Rudolph and Fern Edwards to operate a landfill. The landfill, from the junction of South County Road and West 7th Street, is approximately two miles west of Winner. The City has a permit from the South Dakota Department of Environment and Natural Resources to operate a restricted use solid waste facility under the South Dakota solid waste program. The facility is a Type III Restricted Use Facility.
Landfill RegulationsThe landfill may accept construction and demolition debris, furniture, mattresses and similar material for disposal. Trees, branches, and untreated wood may be accepted for burning or disposal. Yard waste may be accepted for composting. White goods/metals and waste tires may be accepted for temporary storage and recycling. Animal carcasses may be accepted for burial. Soil contaminated with gasoline or diesel fuel may be accepted for treatment. Plastic, cardboard and household garbage IS NOT accepted at the landfill.
