Purpose
This Ordinance is based upon the Comprehensive Plan for the City of Winner as
adopted by the City Council and legally adopted, in conformance with Chapters
11-4 and 11-6 of the South Dakota Codified Laws.
These regulations are designed to carry out the goals and objectives of
the plan, with primary attention to promoting the public health, safety, and
general welfare; secure safety from fire, natural disaster, and other dangers;
and to encourage a distribution of population and us of land to promote and
protect the economical and adequate provision of transportation, roads, water
supply, drainage, sanitation, education, recreation, or other public
requirements.
